Judge OKs deal in Muscatine sexual harassment suit

MUSCATINE, Iowa (AP) — A judge has approved an agreement between a Muscatine property owner and the Iowa Civil Rights Commission after allegations that the landlord sexually harassed tenants.

Muscatine County District Court Judge Henry Latham on Tuesday approved the agreement and permanent injunction against Wayne Barclay, of Muscatine.

The agreement settles a lawsuit brought by the Iowa Civil Rights Commission, which alleged sexual harassment by Barclay against six tenants. Among the complaints were allegations that Barclay sought sex in exchange for rent.

Barclay owns 15 single-family houses and two duplexes in Muscatine.

Under the deal, Barclay agreed to hire a property management company and not to have contact with tenants.

He also must pay the six former tenants $170,000 in compensatory damages.

Barclay approved the agreement but denies any wrong doing.
