Ia. district to address minorities in special ed.

IOWA CITY, Iowa (AP) — School administrators in Iowa City say they will work to fix an over-representation of minority students who are placed in special education programs.

The Iowa City Press-Citizen (http://icp-c.com/16op5EH ) says the district voluntarily agreed to an agreement with the U.S. Department of Education to resolve the issues.

The investigation by the department’s Office of Civil Rights found that black students are disproportionately identified as special education students in Iowa City area schools. Black students made up 17 percent of district enrollment in the last school year, but 29 percent of the special education students.
