Minnesota legislature end of session nears

Minnesota Legislature

ST. PAUL, Minn. (AP) — Top Minnesota lawmakers are working to set the terms of a deal on tax cuts, new state spending and borrowing for construction that would enable them to end their session.

Democratic leaders of the House and Senate said Thursday that they were closing in on a framework. A grand bargain needs to be struck before the details of bills can be finalized.

Lawmakers are trying to determine how much of a state surplus to devote to tax breaks, possibly for homeowners and farmers. They are also weighing raises for long-term care attendants, money to fortify prison staffing and allowances for broadband access in rural areas.

The construction projects list, known as the bonding bill, is the biggest unknown. That measure is the only one requiring a supermajority for passage.
