ROCHESTER, Minn. – A Rochester man is facing charges after he punched a police officer.

Authorities say this happened last Thursday in Slatterly Park. They were responding to a report of a man, later identified as 60-year-old Frank Cogswell, watching and following children. When officers talked to Cogswell, they say he called them pigs and actually hit an officer in the shoulder with a punch. During the arrest, authorities say he also threatened them. They also noticed the crotch area of his pants was slightly open with the zipper being down. He is facing a 4th degree assault charge.
